Oldham Council is working with Action Together to deliver the Oldham Crisis Resilience Fund.
The UK Government removed the Household Support Fund on 31 March 2026 & replaced it with the Crisis and Resilience Fund.
Referral pathway - Oldham Crisis and Resilience Fund | Support for individuals
The Crisis & Resilience Fund is new & is distinct from the Household Support with new scheme guidance.
The overall purpose of the Crisis and Resilience Fund is to provide a safety net for households on low incomes who encounter a crisis and associated financial shock & to invest in building activity that builds individual & community financial resilience to better deal with crises in the long-term, reducing crisis need. A crisis is defined as a circumstance of pressing need that requires immediate action to prevent or remedy a negative outcome.
The scheme’s objectives are to:
- Provide effective crisis support: timely, needs-focused assistance to mitigate or prevent the impacts of crises.
- Improve individuals’ financial resilience: enabling households to withstand & recover from financial shocks.
- Bolster local support networks: creating a joined-up, visible local welfare landscape.
This Fund invests directly in Voluntary, Community, Faith & Social Enterprise (VCFSE) groups & organisations that are working closely with the most vulnerable low-income households experiencing financial crisis due to a financial shock in Oldham to provide effective crisis support to mitigate or prevent the impacts of crises. Such support:
- should be person-centred, needs-based, holistic and with a no-wrong-door & trauma-informed approach,
- avoid ‘first-come, first-served’ models with crisis payments available throughout the year, &
- serve as a gateway to wider support & supported referrals to resilience services which help households to build financial, social & personal stability, reducing the likelihood of repeat crisis
