National Citizens Service (NCS) - Open to All Grants

Aims/priorities: From 2023, NCS will be awarding two different types of grants to local organisations delivering community-based experiences at a grassroots level, for the first time.

Open to All Grants (the subject of this report) – funding through year-round grants for regularly scheduled programmes that are embedded in young people's local communities with structure and support from NC, but locally tailored by the group. NCS will offer grants to deliver Open to All programmes across regions and the grant amount will be based on the number of young people between the defined age range in those regions.

Targeted Grants (reported on in a separate report) - funding may be given for scaling existing intervention, or trialling a new innovation, with targeted groups of young people. NCS will offer a variety of larger and smaller grants, creating opportunities for national or regional organisations, alongside small grassroots organisations.

For this scheme, “young people” refers to ‘16 and 17 year olds but may also include other persons who are 15 years old or have attained the age of 18 but are under the age of 25 years’.

Who can apply? Applications will be considered from the following types of organisations:

  • Non-profit
  • Community Interest Company (CIC)
  • Voluntary or community group/organisation
  • Registered charity
  • Co-operative
  • Local authority
  • Charity Incorporated Organisations (CIO)

NCS is encouraging consortia applications for Open experience.

Consortia for this programme refers to a group of organisations working together to deliver.

Please note:

  • Preference will be given to consortia that include frontline delivery organisations.
  • A single organisation or consortia can apply for a maximum of three areas.
  • The lead organisation in a consortia must have experience of delivering youth-led community activity or working with local youth organisations.
  • Applicants must explain how their consortium will add value for money and bring extra to their delivery.

Grant amount: A total of £13 million to £15 million is available for the period 2023-2025.

18 grants for specific geographic areas based on English Regions and Combined Authorities to deliver across that area. These grants are sized by NCS Trust.

Application process: The guidance notes, application form and other documents are now available on NCS website.

Successful applicants will be notified in late April 2023. Grants will be paid in first quarter 2023.

There is a two-stage application process with:

  • A yes/no eligibility and due diligence checker
  • A full application form (longer, free text form) that can be viewed when applications go live.
