Welcome to our first Oldham Voices eBulletin. We are trialing this new update open to all of our members which aims to support the voice and influence of the sector by:

  1. Summarising the issues being discussed at sector and cross-sector networks so that members are aware and informed
  2. Providing updates on local, regional and national policy changes and developments that might impact you
  3. Collating key messages from the sector so we can amplify and support one another by sharing consistent messages

Voice and Influence Model

Action Together have been reviewing the support we give our membership for the strategic voice and influence of the VCFSE sector in Oldham. We have been speaking to some of our members to shape our plans and have secured additional places for sector representatives on the Oldham Partnership. Our intention is to pilot a voice and influence model and review this in 2026 and we welcome input from all of our members as this work develops.

Key Messages from the Sector

Together we are stronger

The following themes and messages are being raised across the sector. If you are in a multi-agency meeting and have the opportunity to raise these then we can amplify the sector voice:

  • The VCFSE sector in Oldham understands our communities, we have embedded here for generations, we are in it for the long haul and care about our communities and the people living in them. We are best placed and have deep roots into our communities and have a special connection with local people.
  • The VCFSE sector have the answers and we can develop the solutions, early intervention and prevention runs through everything we do, we are a diverse range of groups and organisations and our collective impactive is huge.
  • Everything we do is co-produced; we are inclusive and led by our beneficiaries.
  • Understanding the social value of the sector and investing to build capacity in our communities through the sector, should be critical to commissioning and procurement processes. We need significant investment to the sector to protect what we have and to build capacity and strengthen what we can achieve together.

Greater Manchester Live Well.

Funding has been announced for investment in district ‘live well’ centres and employment and skills. £566,475 is being invested in a ‘Get Britain Working Health and Wealth Trailblazer’ at least 50% of which will come to the voluntary sector. Look out for updates in future issues and at network meetings. See our Live Well explainer below!

Families First Partnership Programme

In March the government published new guidance for safeguarding partners in England. The aim is to shift the children’s social care system towards earlier intervention. Changes will include family group decision making , multi-agency child protection teams and strengthening the role of education in multi-agency safeguarding arrangements. 2025 Spending Review

Government spending plans are likely to impact charities working on the frontline as they begin to see shifts in need resulting from the funding decisions that have been made. For example the extension of free school meals to all children in households on Universal Credit and reinstatement of Winter Fuel payments to those with an income up to £35,000 could support communities, however welfare cuts elsewhere (under debate at the time of writing) may shift tens of thousands of disabled people and those with long term health conditions into poverty.

Areas expecting investment include youth services, social and affordable housing, health services, skills development, children’s social care and SEND support, probation reform. However, local government funding remains under strain.

The government has committed to multi-year funding allocations for local authorities moving forward which could support commissioning and funding processes.

Green New Deal Strategy

Oldham Green New Deal Delivery Partnership are starting procurement of a ‘Strategic Energy Partner’ deliver low carbon energy infrastructure. The Carbon Coop are currently developing a community partnership to ensure the interests and wishes of communities are central in these processes and within developing social value. UK Supreme Court Ruling on Equality Act 2010 gender definition.

We aim to provide advice for our member organisations on the ruling and what it means legally and practically for local charities and service providers, including those who support service users and those who manage venues. It is a complex ruling and we will not be publishing guidance until the EHRC consultation closes and further information on the impact of the judgment is given. It’s important to note that the current EHRC guidance is non-statutory, meaning service providers and employers are not currently required to make any changes to their normal ways of working, although they may want to begin having discussions about what action they would take if the current proposed Code of Practice comes into effect. Changes to Healthwatch

On Monday, 7 July, the Government published the Dash review, which recommends transferring the functions of Healthwatch England to the Department of Health, and transferring the functions of local Healthwatch into Integrated Care Boards (ICB) and local authorities. We will update in future bulletins as we learn more about what this means for Healthwatch Oldham.

English devolution white paper

Published in December ‘24 the devolution white paper proposes additional powers being devolved to the regions and the creation of ’strategic authorities’ for areas of larger populations. Because of the existing Greater Manchester Combined Authority and GM Mayoral functions restructure of GM is not expected.

Explainer: What is GM Live Well?

Live Well aims to support health and wellbeing of Greater Manchester residents through community-led, often neighbourhood-based approaches. The Live Well agenda includes a broad range of things like having a warm, safe place to live, a good job, a purpose, a say about decisions about their own life.

Live Well funding has come from Greater Manchester Combined Authority with new approaches being piloted for example funding health initiatives in East Oldham.

Engagement & Insight Network

This is a cross-sector network for those who are working in community engagement roles or seeking to develop engagement and participation work and approaches that put residents at the heart of decision making.

Oldham Community Centres Forum brings together managers or representatives of local VCFSE sector community centres and venues based in Oldham to share knowledge and good practice, share and pool resources, work together to influence local decision making and collaborate to develop ideas.

The Oldham Men’s Network brings together organisations in Oldham to focus on support for men. It provides opportunities to share information about services and what is on offer, explore opportunities to work together as well as addressing the challenges being faced by men and those working with them.

Community Explorers

Action Together's Community Development Workers facilitate regular Community Explorers forums, to support grassroots groups and help organisations network in their neighbourhoods. The purpose of these forums is to enable organisations in local communities to come together to share with each other information about the important work they are doing and to provide opportunities to collaborate. Each of the 5 Neighbourhoods in Oldham has a Community Explorers forum.

VCFSE and PS Forum

This Forum was launched in February providing a space where VCFSE Leaders have met with representatives from Oldham Council and the NHS to develop and implement a shared strategy for the VCFSE sector in Oldham. This being jointly facilitated by Action Together and Public Health from Oldham Council. Priorities identified included working collaboratively to bring in more resource to Oldham, co-production / lived experience, and funding & commissioning..

Volunteer Manager Zone

Action Together host a quarterly online forum bringing together volunteer managers from across Oldham, Rochdale & Tameside. This is a supportive space and opportunity for you to connect with other volunteer managers, share any organisational updates, as well as your current successes and challenges relating to volunteering.

Sector Representatives

Coming soon: updates from representatives

We will soon be re-starting a more structured system to have VCFSE sector representatives on strategic boards and partnership meetings in Oldham. This section of the bulletin will be used to provide key updates from these representatives, once this system is up and running.

In the meantime here are some FAQ about the representatives – more information can be found in our Voice and Influence Model on our Oldham Voices webpage.

What is the role of a representative?

A representative attends meetings to input into discussions and decision making in the best interests of Oldham residents and in support of the VCFSE sector in order to amplify the voice of citizens and improve outcomes for residents.

What roles are available?

The Oldham Partnership have a number of themed boards and sub-groups which address different topics. We have agreed for four sector places to be available on each board. The list will be shared in advance of the VCFSE Leaders’ Forum meeting in September.

Who can be a representative?

Representatives of the sector should be from organisations that:

  • Are members of Action Together
  • Have completed at least one set of full accounts
  • Carry out commissioned work (public sector contracts) within Oldham and/or offer services with strategic significance throughout the borough
  • Can demonstrate robust quality assurance through Quality in Action Award or other recognised standards (e.g. Ofsted inspected)

Representatives should either lead the organisation or have a senior leadership role.

How do I become a representative?

Representatives are nominated at the VCFSE Leaders’ Forum. Those interested will complete a short expression of interest form in advance of the meeting and their nomination will be discussed and agreed at the Forum.

When will this start?

Sector representatives will be nominated at the Leaders’ Forum meeting in September, with the first representatives meeting taking place in October.

What about those who are already attending strategic meetings?

There are some VCFSE colleagues who are already invited to attend strategic meetings and many of these are informally representing the interests of the wider sector. They may choose to put themselves forward as a representative or continue to attend in their own capacity only.
